Description
This intersection poses an incredible risk to anyone driving on it. If you drive on Park St. towards Riverside Ave. and attempt to make a left, there is about 10 feet of visibility to the left. The lights are set to flashing yellow for Riverside and flashing red for Park. So essentially, you are having people making a left, stop and make the turn when able. That said, everyone blows the speed limit and with 10 feet of visibility, there’s no way to see someone coming. Add to the fact that half of people don’t turn their lights on during dusk (aka commuting hours), this is a great danger to public safety. There is a lot of traffic that goes through park st to turn onto Riverside. I bet there are so many accidents on this road, all because for some reason we added flashing lights as opposed to traditional traffic lights.

Besides resources, a full traffic signal typically needs to meet warrants. If an intersection has flashing lights, its likely because it didn't meet warrants to consider a full signal. However, by having flashing light treatment, it did merit a treatment beyond a standard stop sign on Park Street.
At times, sightlines may be limited (depending on conditions), this is also why a location may warrant additional enhancement to warn drivers on the main line of an atypical situation. If the corner house were in violation of a zoning ordinance (a fence above regulation, vegetation above a certain height, etc.), the City could enforce that to improve the situation.
